La lutte anti-incendie a deux propriétés d'un « bien public ». D'abord, dans un marché, le feu ne distingue pas les étals : éteindre l'incendie chez l'un protège aussi le voisin — le bénéfice est non exclusif. Ensuite, chacun a intérêt à ce que quelqu'un d'autre paie l'équipement : c'est le « passager clandestin ». Résultat prévisible si l'on s'en remet aux achats individuels : personne n'achète, ou trop peu, et tout le monde brûle ensemble. C'est précisément pourquoi, presque partout, la protection incendie est organisée collectivement et financée par l'impôt — non par cotisation volontaire des victimes potentielles. Firefighting has two properties of a "public good." First, in a market, fire doesn't distinguish between stalls: putting out one trader's fire also protects the neighbour — the benefit is non-excludable. Second, everyone has an incentive to let someone else pay for the equipment: the "free-rider" problem. The predictable result of relying on individual purchases: nobody buys, or far too few do, and everyone burns together. That is precisely why, almost everywhere, fire protection is organised collectively and funded by taxation — not by voluntary contributions from potential victims. Au Kenya, depuis la décentralisation de 2013, les comtés créent et gèrent les services d'incendie et de secours (le nombre de casernes est passé de 26 à 71). En Tanzanie, une Fire and Rescue Force nationale est établie par la loi. Dans les trois cas, c'est l'État — national ou local — qui porte le service, pas les commerçants un par un.
